Fire Balcony

I'm assuming that this balcony with the stuff on it was the unit where the man lived. If so, that would mean he lived on the first floor in the front of the building, and the fire was set on the first floor of the back of the building. Can anyone confirm this?

it's being reported that the guy lived on the second floor and that the fire started on the first floor.

Floors
Hmm, I wonder if the second floor means first floor, because the ground level is parking. So I'm not sure if the first level of units would be considered first floor or second floor.
