A development company (19th and Madison Development, LLC) is applying for permits to build a 6 story 180 unit apartment building between 19th and 20th Avenues off Madison St and change the zoning laws from NC2-40 to NC3-65 (40′ height to 65′).

Doing a quick internet search it looks like it might be pretty easy to change the zoning laws
