Light art, film for kids, and a little civic duty highlight the things to do around Capitol Hill this weekend. Thursday night, the community crime group EastPAC will be talking Block Watch and crime prevention, while 12th Ave’s Northwest Film Forum kicks off its 2017 Children’s Film Festival Seattle.
