Here's yesterday's Capitol Hill run-down of East Precinct action. The 10:39a disturbance is the incident that closed Cal Anderson yesterday. The fraud item at 6:13p is notable -- there's a bit of that going around the city these days. Connected?

Central District News East Precinct Scanner Report - Capitol Hill - 10/9/2008 - Full Report

10:39AM - 1000 E. Denny Way - Disturbance - The county is trying to evict a man from his apartment, but he's refusing to come out.

See, start messing with the news and it'll come get you. This just in from the CDN police scanner report:

10:39AM - 1000 E. Denny Way - Disturbance - The county is trying to evict a man from his apartment, but he's refusing to come out.
Update: 11:31 - Police are now responding to this after it escalated to a possible suicide situation. The man says he's armed with a shotgun.
Update x2: 11:36 - Traffic will be blocked on Denny
Update x3: 11:39 - Bike officers are also clearing Cal Anderson Park - evidently it could be in the firing zone. The suspect here is a white male, 39, 5'10", 150.

Even more sad with stories like this -- Illinois sheriff scolds banks for evictiction of 'innocent renters' -- looming in background. Don't know the circumstances here but hope things cool down.

CHS UPDATE: Stand-off ended and suspect in custody. I went over to check things out. SWAT team went in just as I arrived but cops had a pretty wide perimeter (good idea!) set up so couldn't get too close. Here's a pic of the...

I'm going to start featuring a summary of Capitol Hill items from the Central District News team's daily police scanner reports. They'll be a day late (and a dollar short) but you can keep track of what CDN is following as it happens by going to their site. We have a link to the CDN report at the top of every page -- just look for the cheekily-labeled Bad News Map link. Here on CHS, you'll get a next-day summary of Hill-located criminal activity and reports.

The problem with crime log reporting is it makes the world look like a war zone and it definitely features humans at their worst. After all, you don't hear a lot of nice things like "Man scratched puppy behind the ears" on the scanner. We have a jokey little solution to that with our CHS Good News Map but it doesn't really counterbalance the feeling that you need to be armed and locked inside to survive. Hopefully the next-day summary format will give us all time to digest what is happening and not freak out about it too badly. Of course, when big things come...

The sweet woman (former teacher, now disabled) selling the street sheet most days in front of Walgreen's on 15th said she was mugged last week at 14th and Olive, on a warm weekday evening, getting beat up a bit and losing $85. She doesn't seem to b.s. about anything, so I trust her. She went to the cops and her caseworker, so the city came and cleared out a brushy area where she was assaulted. My point? Maybe it's time to slip her a fiver, or at least tell her you read this so she knows people look out for her. (I'm sorry I don't remember her name, but there was an article about her in the paper she sells and her daughter once told me about her mom's 20-plus years as a public school teacher before she developed severe medical problems.)

The stop light cameras at the junction of Pine and Broadway are keeping busy. They have been in place for a while but I've only noticed the flashes going off recently - maybe they've only just been activated.

They've been going off a lot. That means a lot of people cursing when the $124 tickets arrive in the mail.

I think the cameras are a great idea for 3 reasons:

1: If you don't get the whole 'red light means stop' idea then you need an incentive to change.

2: I know a family that was badly T-boned in this intersection by a red light runner

and most importantly of all...

3: Tim Eyman is against them

In today's edition of Capitol Hill's Most Wanted...
  • Scott from Central District News reports that the people probably responsible for this burglary were caught in the act breaking into another home on Aloha Tuesday afternoon. Coincidentally, we saw three kids fitting the description walking in the area shortly before their 1:51p rendezvous with SPD. The trio was notable for the sharpness of their dress. Clean, crisp hoodies. Style criminals. Our favorite detail from Scott's arrest report: The suspects were carrying a large amount of Canadian currency. Sharp dressers and savvy arbitrage speculators.
  • We're told several cop cars surrounded St. Joseph's at 18th and Aloha on Sunday -- neighbor says he was told St. Joe's collection cash had suffered some kind of evil act. Yes, they're even breaking into churches right now.

There is an East Precinct Crime Prevention Coalition public meeting tomorrow night with a few interesting items on the docket.
  • Recent Capitol Hill bias crimes and harassment
  • Light rail construction
Why, you might ask, is a crime prevention meeting going to discuss light rail? From the meeting invite:
in preparation for construction of the Broadway station, Sound Transit is in the process of vacating buildings on the east side of Broadway from John to Howell street. These buildings will remain vacant through January of 2009- how will they prevent these vacant buildings from attracting negative activities?
One solution to consider that is likely more effective and better for the community than increasing patrols, etc. is putting those empty buildings to use for art and creative spaces until construction begins.

If you want to have your say, Thursday's meeting starts at 6:30p in the Greek Orthodox Church of the Assumption at 13th and Howell, 1804 13th Ave.

The guys at Central District News have a new feature that -- like CNN's abusive use of "breaking" "news" "alerts" -- will freak you the fuck out. CDN's new crime report scanner entries track the latest East Precinct activity captured by a police scanner. The entries are also plotted on this map (we call it the Bad News Map) so you can see where the action is. The result is the overwhelming sense that the world -- especially the street just outside your (hopefully locked) door -- is a really dangerous place and you should arm yourself immediately.

Not here to bash CDN for this -- my favorite thing to read in the tiny daily I grew up with was the mostly ridiculous police blotter so I understand the entertainment value. There is also the value in having a place for people to get some more information on things they may have seen or heard about and, hopefully, giving them a place to talk about it. There is also value in acknowledging a problem and documenting it in a way that reaches the most people.

Here, instead,...

Did you accidentally pick up five little bonsai trees from a neighbor's back porch thinking they were your own? Oopsy. The neighbor has a message for you:
5 bonsai trees were stolen from my porch on the morning of 4/26/08 japanese black pine, blue atlas cedar, mugo pine, bristlecone pine, procumbens juniper. These trees have little monetary value, but great sentimental value to me as I created them in memory of loved ones. Reward for return.
(Also, this is a good time to introduce the site where this note was posted, the Capitol Hill Community Council community forums -- we are replacing our current CHS message board solution later this week with this new community site. More about the new site later this week.)

Neighbor sends in this eyewitness account she received of a mugging in the neighborhood last night. Muggings happen on Capitol Hill and across this city every day but there are fewer than you might think (see the end of this post for more on that). We decided to print this account because, well, this could happen to you so be careful (and always carry a bottle of wine for protection). From the e-mail we received:
... I heard a commotion behind me at the west corner of NE 17th and Harrison right under the street light. A young couple walking to their car from On 15th Video, were being mugged by 5 teenage african american youths maybe 13 - 15 years old. There were 3 girls and 2 boys, most wearing hoodies, some in denim jackets, one girl with [CHS has snipped this part to remove personal description].

2 of them walked up behind the young couple on that corner, asked where the library is and while the couple said "not around here," 2 kids tried to grab the young woman's high fashion purse while one of the young men...

Our public vessel of crime, er toilet, may be going away. It sounds like a reasonable plan for the city given the $800K yearly maintenance costs and the fact that they aren’t exactly being used as intended.

Actually, given that ours is located in the lot of a vacant building, I’m not sure how Seattle City intended it to be used in the first place. There isn’t much of a reason to walk past it unless you’re on your way somewhere else… a somewhere else with a nicer bathroom to boot. (Note: Excluding bathrooms in bars on Pike/Pine.)

At first I was concerned that taking away this public bathroom would cause our alleys to become bathrooms instead. But then I remembered that our alleys are already bathrooms… specifically the one behind Half Price Books where I see people defecating at least once a month in broad daylight.

Maybe this will push the crime to the public toielts in Cal Anderson?

Two years ago, early on a Saturday morning, word spread through this neighborhood that there were police cars and television vans swarming on Republican Street near Miller Playfield. That's what neighbors knew first. Over the next hours, we found out about the deaths. In the following weeks, we learned about Kyle Huff. Wikipedia records his crime as the Capitol Hill massacre -- slightly less sensational than the Zombie Rave Slaughter. Seven people died. Seattle had its first new media mega crime with The Stranger taking the lead in coverage where KOMO, etc. could not keep up.

We -- Capitol Hill Seattle -- mostly watched this one from afar, new to the neighborhood and too stunned, really, to add anything to the city's conversation. To continue the self-interest for a moment, we expect the next neighborhood mega crime will pull us and other micro-bloggers more firmly into its maw. We felt the tide around the Shannon Harps New Year's Eve murder. We expect the next Kyle Huff to be dissected by 1000 neighborhood bloggers,...

First, somebody tried to take their name -- Saturday night, somebody ripped off their cash:
During (after?) this evening’s performance of Mr. Marmalade (Mr. Kiley’s review is here) at Washington Ensemble Theatre up on 19th Avenue, the guy who was watching the cash box went into Fuel to get some coffee and while he was in there someone walked in, took all the money, and left.
If you want to pitch in to help cover the loss, you can catch the last showing of Mr. Marmalade tonight at 8p and drop a couple extra bills in the bucket. Just make sure nobody walks off with it.

As for the crime, this is a wacky one. Quite the opportunistic thief, no?

Good gosh is it quiet in our neighborhood when it's a school holiday. Could hear I5's worker-bee hum as we walked down 19th to grab a cup in a bored and empty Fuel. Maybe they should cap that thing so we can get 100% peace and quiet. In the meantime, here are some other links of interest from around the neighborhood:

The man accused of killing Shannon Harps has entered his plea to the charge of first-degree murder -- not guilty. But more interesting is what could come next:
The 48-year-old ex-convict's mental competency could become a big part of what happens next. Williams' defense attorney says it's too early to say whether she'll request an evaluation for him at Western State Hospital. Though she does say he understands he's now facing a first-degree murder charge.

"He's understandably upset about it," said Nancy Mattson. "This is a serious charge. The gravity of the circumstances, it's weighing on him."

Central District News has the story and video with eyewitness:
At 11:15am a man walked into the Philadelphia Cheesesteak restaurant and opened fire, shooting two men, one of whom is an employee.
We don't cover every crime in the area -- CDN, does, however -- but it does feel a little like the CHS blog content mix lately has been crime, cute story, crime, crime, random story, crime, crime, etc.

Update:
Slog has an interesting addition to the story regarding a special FBI force looking into Seattle gang activity.

Of course, not everything in our circle of Facebook neighbors is glamour and glitz.

Sometimes we learn about crappy stuff, too. Like this note left by a neighbor:
just had my car broken into - during the day - in the impark pay lot on harvard (behind seattle central) on cap hill. just an fyi, guess its not a safe place to park :(
Car crime -- unlike horrific murders -- is an ongoing problem on several parts of Capitol Hill. Anecdotes like this -- and the data -- back up the assertion. We're working on an update of crime trends including the latest 2007 data -- hope to be able to show you where you need to be careful parking your car on the Hill and a few more useful tidbits soon. In the meantime, you've been warned.

It has been difficult to draw lessons from the murder of Shannon Harps on New Year's Eve. There wasn't even an outline of a story to learn from. Now that a storyline is beginning to take shape, we're learning a few things:
  1. James Anthony Williams will be charged with first degree murder and authorities believe he is competent to stand trial.
  2. Cops say he confessed.
  3. He was considered dangerous by police and mental health workers who dealt with him in past evaluations but didn't meet criteria for commitment when last examined in December.
  4. The fact that he carried an 8-inch butcher knife to protect himself from "both god and the devil" was not part of the criteria.
  5. Our neighborhood has a dark history of issues related to the mental health services available in the area.
  6. Even though Dan Savage isn't waiting, we shouldn't forget that there needs to be a trial before we call Williams a murderer.
  7. Like Savage, however, we can be a little less afraid when taking out the trash, etc. at night.
  8. Savage isn't the only one who jumped...
