The man who allegedly celebrated his 33rd birthday by commandeering an empty Victoria Clipper vessel on the waterfront and causing a big stir with SPD and the Coast Guard is a Capitol Hill local. West Seattle Blog reports that Samuel McDonough is a sex offender registered to the lightly populated address “Pike/Broadway”:
He is a registered sex offender named Samuel McDonough, address listed as Pike/Broadway (Capitol Hill); his most recent sexually motivated crime, records show, involved indecent exposure outside a coffee stand in Issaquah last year. We’re still checking publicly available records to look for any West Seattle links. His page (with photo) on the sex-offender registry is here.
SPD reports “the suspect will be booked into the King County Jail for yet-to-be-determined charges (piracy or grand theft vessel).”
UPDATE: McDonough’s bail has been set at $200,000 following a Monday afternoon court appearance. He is being held in the King County Jail on investigation of burglary, reckless endangerment and malicious mischief. Police say he was also wanted on a warrant for failing to register as a sex offender.

Indecent exposure isn’t typically a Class III sexual offense. That, most serious, category is typically reserved for violent offenses against strangers/children. That suggests he had a previous sex offense conviction and imprisonment, as well as the imprisonment for indecent exposure (and he’s only 33). He was convicted for indecent exposure on 9/28/12 but is already released (perhaps credited for time served before conviction?).
Suggests that there is more to the story.
