As usual, it will be difficult to sort out just exactly when Halloween begins and ends around Capitol Hill. With October 31st falling on a Monday, the party starts early and will likely run for days. Located in the Seasonal House, their weird sounds and spooky visuals will be setting the tone for the entire event.
