Seattle Police were at Volunteer Park and took one person into custody with a reportedly self-inflicted laceration to his neck Thursday morning after a 911 caller reported the suspect in a deadly Edmonds carjacking was spotted at the Capitol Hill park.

Police had tracked the suspect in the Wednesday night stabbing to Capitol Hill after the stolen car was dumped at the park but it wasn’t clear if the man was still in the area, KIRO reports.

Seattle Police had not notified the public about the discovery of the car.

Edmonds Police said they were searching for Ian Bramel-Allen, 43.

Seattle Fire was called to E Prospect near the park to provide aid. We do not have information on the man’s condition. UPDATE: SFD reports the man was transported in stable condition.

UPDATE: The person who made the 911 call tells CHS he is a Volunteer Park area resident and had heard about the search for Bramel-Allen Thursday morning on the television news but that the report had only specified the area as a park near the “east side of Seattle.”

The caller –who CHS is keeping anonymous for his safety — tells CHS that he put two and two together, found information about the search on the Edmonds police website, and warned family and friends to stay away from the park.

Later that morning around 11 AM, the caller and his wife were driving back from an appointment when they saw a man matching Bramel-Allen’s description walk out of the park wearing the same clothing shown in photos posted by Edmonds PD. That’s when 911 was called. The caller says the Seattle 911 dispatcher was not aware of the manhunt and kept the caller on the line as the suspect wandered up and down 15th Ave near the park.

“You guys are looking for this murder suspect from Edmonds!,” the caller recalled saying.

Police would arrive minutes later and confront Bramel-Allen near the E Prospect entrance to the park.

UPDATE x2: At least one area neighborhood watch group was on the ball and knew about the search Thursday morning. An email from the group shared with CHS alerted its members about the recovered car and outstanding suspect, citing media coverage.

UPDATE x3: Edmonds police have confirmed Bramel-Allen is in custody:

Edmonds Police Department, with assistance from Seattle Police and alert community members, were able to locate and arrest 43-year-old Ian S. Bramel-Allen for first-degree murder and first-degree robbery. Bramel-Allen was wanted for stabbing a 37-year-old man to death in a parking lot at an Edmonds business complex on April 19th and stealing his vehicle before fleeing the scene. The victim’s vehicle was found abandoned in Seattle early Thursday morning and was impounded for evidence. Bramel-Allen was spotted a few hours later in the area. He initially fled from SPD officers but was taken into custody after a short foot chase. He was taken to an area hospital for self-inflicted wounds and turned over to the custody of Edmonds Police.

UPDATE x4: Seattle Police’s brief on the incident adds a few details and notes that SPD officers “did an area check for the suspect but did not locate him” early Thursday morning after the car was found ditched on E Galer.

SPD says Bramel-Allen fled from the first officer to arrive after Thursday morning’s 911 call, where he was taken into custody “after causing a self-inflicted injury.”

We’ve asked SPD why it didn’t distribute Edmonds Police information about the recovered vehicle and search for the suspect Wednesday night but they haven’t responded.
