The likelihood of this being a Banksy original seems slim ( it seems rather 1 dimensional and a bit sloppy) but it’s worth posting. I like entertaining the notion of Banksy roaming Capitol Hill , maybe in a drunken, late night stupor far more than the thought of some attention seeking, unoriginal copy cat cribbing the work of a genius.
