Keep Denny Blaine Nude? Neighbors sue city over ‘public masturbation, public sex and other types of indecent exposure, drug use, unlawful public nudity, environmental damage to the shoreline, and scofflaw parking’

Homeowners in the wealthy neighborhood surrounding Denny Blaine Park and nude beach are suing the city over its management of the lakefront public space.

“It is now a regional venue for criminal and uncivil behavior that includes public masturbation, public sex and other types of indecent exposure, drug use, unlawful public nudity, environmental damage to the shoreline, and scofflaw parking that prevents fire trucks and ambulances from reaching neighborhood homes,” the complaint from lawyers representing the Denny Blaine Park for All “association of concerned neighbors” reads.

The lawsuit was sent to Seattle media and television stations this week but is not yet available from the King County Superior Court.

The Seattle Times posted a copy of the complaint Wednesday.

The lawsuit from Seattle’s Foster Garvey PC firm is a major wrinkle in any efforts hoped to bridge the gaps between area homeowners, Seattle Parks, and the nudist and queer communities working to “Keep Denny Blaine Nude” while also addressing concerns about access, cleanliness, and safety around the park.

CHS reported here last June as the growing Friends of Denny Blaine community group was working with the city to shape a new nude and neighbor-friendly policy following a misguided attempt by Seattle Parks to add a children’s play area at the popular clothing optional hangout just a short bus ride from Capitol Hill on the shores of Lake Washington.

CHS reported in December 2023 as the parks department backed off a plan to add a children’s play area paid for by an anonymous donor amid massive public outcry. The Stranger later discovered text messages revealing Mayor Bruce Harrell worked with multimillionaire mall developer and Denny Blaine resident Stuart Sloan in the fight over the playground plan and the nude beach at Denny Blaine Park.

Now Harrell finds himself part of the lawsuit from the neighbor group in one of the wealthiest areas in the city.

“Seattle’s officials – including the Mayor, Chair of the Parks Committee, and Superintendent of Parks and Recreation – are well aware of what is happening at Denny Blaine Park and express personal disgust at the evidence presented to them by the Park’s neighbors, yet those officials refuse to act,” the complaint reads.

“Approximately ten years ago, the Park began being used by people from outside the neighborhood for public nudity, and more recently for public masturbation and other forms of public sex that constitute the crime of indecent exposure,” the lawsuit alleges. “The frequency of public masturbation, public sex, and other acts of indecent exposure has increased each year, particularly in the last few years, and the Park is no longer welcoming to most adults or any children.”

Public meetings held in late 2023 had been the start of working toward improvements and compromises with neighbors

“Public masturbation, public sex, and other acts of indecent exposure are happening not just in good weather but year-round,” the complainant reads. “For example, on January 28, 2025, a woman took a video that documents a naked man masturbating in a red truck with the door open, and then again outside the truck. This same man in the same red truck is a regular visitor to the Park and one of the serial masturbators.”

The lawsuit claims residents have taken “hundreds” of videos and photographs documenting masturbation and sexual intercourse and includes a log of recent indecency reports including allegations that “a woman who works near the Park has witnessed 13 different men masturbating in the Park” in the past “15 months.”

“At least two of the men who publicly masturbate in the Park do so repeatedly throughout the year, even in cold weather,” one entry reads.

“The incidents of public masturbation are increasing in frequency as the weather improves,” the lawsuit claims.

Another man was reportedly witnesses “lying naked on his back and kneeling naked on the
hood of his car exposing his genitals to passersby for at least six hours.”

Sex and nudity isn’t the only problem. “Illegal drug use is common, with the odor from public use of marijuana often being so strong that neighbors cannot enjoy their yards and are driven indoors,” the lawsuit reads.

In the suit, the Denny Blaine Park for All says that the city is guilty of aiding in the crime of indecent exposure and is not meeting its “fiduciary” responsibility to make Denny Blaine Park available to all citizens.

“The public masturbation, other forms of public sex, and the public urination and defecation in the Park, all constitute the crime of indecent exposure, which is the intentionally open and obscene exposure of a person knowing that such conduct is likely to cause reasonable affront or alarm,” the lawsuit reads.

The group is demanding an order from Mayor Harrell directing his parks department “to immediately enforce its Code of Conduct at the Park by prohibiting nudity” and committing Seattle Police Department resources to enforcement — or closing the park until the city can show the park “is no longer a public nuisance.”

The Friends of Denny Blaine group, meanwhile, continues to work on community solutions for the popular park and is holding a meeting Sunday in the park. The weather is expected to be overcast and cool with highs in the low 60s F after a warm start to the weekend.

I’m truly curious if the public masterbation problem is worse here than other Seattle parks. I hate it, and it’s a problem, but I feel like I often see people masterbating in all the parks – often at Volunteer and Cal Anderson. Yesterday saw it at Jefferson. Is it worse at Denny Blaine?

Its not. Turns out people who want to chill outside naked don’t wanna be assaulted by creeps (or be in their presence) the same as anyone else. The neighbors are building up this narrative and suing instead of cooperating because they don’t like seeing naked people, even though he bought the house next to the park which has been a nude beach since the 80s.

They tried to force a playground on top of it to remove the naked people.

Now they are suing the city, and have a docket of press releases go out claiming people are masturbating.

Very well said. I thought the playground thing was pathetic and I don’t like the lawsuit. That said, guys are, in fact wanking at the upper level east of the parking. So weird. I have unfortunately seen it with my own two eyes every time I have stopped thereon a bike ride in the few years so to those of you attempting to gaslight (looking at you Jason), it is in fact happening. I am all for nude beaches for those of us who want to go there but the normies always show some discretion. These wankers are not normies at Denny Blaine and are ruining it for everyone who has quietly enjoyed the park for 40 years.

it is nothing but harassment and will never stop. These people have time and money and motive to simply harass them into the stone age.

All anyone has to do to fight it? Ignore them. Give them nothing. There’s NOTHING they can do or it’d been done done already.

It reminds me of custody/divorce where each parent tries to demonize the other for no reason other than revenge, control. They always got the most money and support. Often deeeeply religious. And courts love that shit. Especially in hick counties. “The children will have a proper upbringing and will want or need for nothing.”

and that’s that…Wellll…These people are used to being treated as special and do not understand why their cops and courts bully thing isn’t working as “it should”. Like MAGA everytime they are ruled against. “Biased Judges” is all you hear. A retaliation. It never ends. Until it finally does at some point.

But folks who have nothing but time and money will do whatever they please. Unfortunatly.

I have lived in Seattle for 35+ years and have never seen it. I think a lot of the public masturbation whining is fake and coming from bitchy bad actors

It’s not fake. I don’t hang out there but occasionally drop in on a bike ride and every time for the last couple years, there have been guys on the upper level wanking. I am no prude in any way but geez can’t you at least take it down to the less public lower level? Or gosh maybe don’t be a wanker at a public park? Jason, you are completely wrong, as always.

That’s wild you’ve never seen it. Unfortunately people do it in all the parks – not at all saying it’s ok, it’s not and it’s gross & it’d be great for it to be stopped. But the masturbating and the feces and the urine is in most parks & should be addressed everywhere, not just in a rich enclave where people have the resources to complain and be listened to. I am curious still the numbers elsewhere.. whole any is too many, 13 people observed in 15 months doesn’t sound unlike other places (also maybe as a woman I am subjected to seeing it more, maybe men have to see it less)

There have always been hook up spots in Seattle Parks and I am familiar with one on the Duwamish River that became very “busy” because it started trending when an app was made to connect people in these parks. There are some little known facts that connect the Duwamish River location and Denny Blaine location – the spokesperson of Friends of Denny Park actually wrote a super racist article trying to disgrace Real Rent Duwamish by saying the money went to restoration, which was bullshit (Green Seattle Partnership & Port of Seattle funds that but they didn’t bother fact checking that) and the same person has a business having fuck parties in parks (good day society, website taken down), so they might just have an ulterior motive that isn’t about just nude sunbathing The article they wrote and the response from another, better informed, Native individual are both linked below, fwiw.

The Duwamish tribe is not recognized by other tribes in Washington State or nationally. It is not the government that does not want them to be recognized, it’s other tribes. Here is a joint statement by three regional tribes on the matter:

This is a pretty blatant attempt from the wealthy pearl-clutchy neighbors to try and pick up where the failed children’s park attempt left off. They’re mostly just mad that they don’t get to own all street parking as far as I can tell, it’s very eyeroll-worthy. The suggestion that there’s SO MUCH POT SMOKE coming from people on the beach that it’s physically driving people indoors is pretty funny though.

I think there is sound reason to be concerned but them saying, in the past 10yrs the park has been used by people outside the neighborhood for public nudity, is telling.
1. I’m a born and raised seattlelite and have known about that nude beach since I was in my teens.
2. Is this about people using the park or people “outside the neighborhood” using the park? Who are these outside people?? Do they not have a right to this “neighborhood” park??

This is a wonderful beach on lake Washington and I have been familiar with it for cuarenta decades.
This beach was never a beach for all the new social sexual things that people are fighting over. It was a beautiful little enclave, with parking, for everyone to enjoy the lake.
Somehow this little park has become a fight for people who cannot just enjoy a fucking public beach.
